Copilot without governance is data risk: a readiness checklist
Seven checks to complete before Microsoft 365 Copilot reaches your users — and why most of them are about permissions, not AI.

Microsoft 365 Copilot works with the content each user can already access. That is a strength — it respects existing permissions — and the most common source of surprise. If a finance workbook is shared with 'everyone in the organisation', Copilot can surface it to anyone who asks the right question.
Seven checks before rollout
- Licensing: confirm which users are eligible and which plan each needs.
- Identity: enforce MFA and Conditional Access for every Copilot user.
- Oversharing: review broadly shared SharePoint sites and OneDrive content, starting with the most used.
- Labels: apply sensitivity labels to your most sensitive content and decide how Copilot should treat them.
- Policy: publish a short, role-based acceptable-use policy for AI.
- Pilot: pick a pilot group with real scenarios and measurable outcomes.
- Measurement: decide now how you'll judge value at renewal time.
Why this order matters
Training and adoption programmes get attention, but they can't fix a permissions problem. Fixing oversharing first means every later step — pilots, rollout, Researcher and Analyst agent use — builds on a safe base.
